The paper examines the participation characteristics within internet-based collective action by analysing the case of digital rights campaigning. Drawing upon empirical findings from a case study (the "Telecoms Package" campaign, 2007-2009), we discuss how digital rights activists organise, collaborate and mobilise using websites, mailing lists, wikis and instant messaging channels. Participation is individualised and malleable. However, successful digital rights' campaigning requires political, technical and social skills. To intervene in EU policy-making, activists need technical and political expertise and technological skills. As a result and contrary to claims of inclusiveness and openness, digital rights campaigning is in fact dominated by a small group of highly specialised movement entrepreneurs who mobilise occasionally to demonstrate broader support to policy-makers. The emergence of internet-based campaigning does not necessarily equal to more inclusive forms of participation. However, it allows for the engagement of resource-poor actors in traditional policy settings such as the EU.

Ce mémoire examine les enjeux de l'utilisation d'Internet dans le processus politique. Les notions fondatricesdu (des) concept(s) de démocratie en ligne, à savoir la technologie, la démocratie et la communication, sont d'abord considérées. L'importance de la participation politique est également soulignée avant de dégager une définition de la démocratie électronique. Après un retour sur l'émergence du concept, les principales potentialités démocratiques de l'Internet sont discutées. Les limites d'une modélisation du concept sont soulevées au profit de l'étude des utilisations d'Internet dans le processus politique. Différentes pratiques de démocratie électronique sont alors passés en revue, notamment l'analyse des sites Internet communaux, des villes numériques, des forums, pétitions et référendums en ligne sans oublier l'enjeu du vote électronique. La pièce principale du mémoire constitue l'analyse d'un questionnaire en ligne, réalisée pour étoffer l'étude théorique du concept de démocratie électronique. Les réponses des 946 internautes sont examinées à la lumière des théories exposées dans les chapitres précédents. Les résultats de l'étude permettent dès lors de soulever les principaux enjeux et défis liés à la démocratie électronique, notamment la fracture numérique, la liberté d'expression dans le cyberespace ou encore l'éventuel impact des citoyens-internautes sur les décisions politiques. ; 92/100 ; info:eu-repo/semantics/nonPublished

European Institutions, especially the European Parliament, are venues of access for digital activist networks wishing to influence policymaking on issues of intellectual property rights, internet regulation and the respect of civil rights in digital environments. We refer to these networks as "digital activism". They are more or less loosely rooted in hacker culture and are intensively making use of online tools to organize and consolidate a collective identity and build a transnational public sphere. This study focuses on the "no software patents" campaign led by this movement that aimed at influencing the directive on the patentability of computer implemented inventions (2002-2005). By discussing the advocacy techniques—both online and offline—that were developed by this digital activist network, we provide an insight into power struggles that are currently taking place in Europe, but also in other regions of the world.

Liberal democracies are increasingly considering internet filtering as a means to assert state control over online information exchanges. A variety of filtering techniques have been implemented in Western states to prevent access to certain content deemed harmful. This development poses a series of democratic and ethical questions, particularly when states introduce regulation mandating internet service providers to block online content. In this article we examine the debates surrounding filtering that have played out in two key European states, France and Germany, focusing on the arguments used by opponents and proponents of internet blocking. We use these to explain and analyse the outcomes of both cases and, more broadly, the various challenges posed by internet blocking to democracy.

This chapter critically examines the role of networked advocacy groups in the policy making process of intellectual property rights reform. Through analysing the case of la Quadrature du Net, we question the assumption that political intermediaries or elites are dissappearing, leaving space for a more inclusive, direct democracy in which decision-makers interact more directly with citizens. Next to established political actors such as political parties or trade unions, which are integrating Information and Communication Technologies (ICTs) into their working practices, internet-based actors are emerging in a wide range of political areas (Chadwick, 2006). Such forms of networked political organisations are usually perceived as less hierarchical than traditional mobilizing groups such as political parties, trade unions and other voluntary organizations (Norris, 2002; Dalton, 2008). This development is often interpreted by techno-optimists as a way out of the iron law of oligarchy in traditional politics, offsetting the professionalization of politics and the transfer of political power to technocrats and anonymous international political actors far away from democratic accountability, thus preparing the ground for a more inclusive grassroots-oriented democracy. However, we argue that intermediary elites still exist. Our discussion will show that internet-based activism constitutes new types of elites in competitive democracy, whose effective forms are heavily dependent on technical and networking skills. Rather than functioning as the base of more egalitarian politics, the growing importance of networked political activism aided by digital media may, on the contrary, create new elites.
